Wikipedia claims 2MHz (2Mbit/s) for original PS2 memory cards with MagicGate, which would be slower than USB, but has no info on maximum clock rate.Forum discussions seem to say that the SIO2 peripheral can do up to 24MHz clock for the data interface, so that might twice as fast as USB1 full speed then.

I am talking about have a game recognizing my USB as a memory and storing information there and/or have a game recognizing games previously saved (or transferred from a memory card or downloaded from internet) in my USB.
You can do this using a program called Open PS2 Loader, it will let you create virtual memory card images on a USB storage device. Unfortunately it doesn't seem to work with games loaded from disc. You have to boot the game from a USB drive, internal hard drive or network share.
Note that since it uses memory card images, not save games, it won't work directly with saves downloaded from the Internet. You'll need to move the save game to the virtual image before you can use it with the game, just like you would with a real memory card.
The original PS2 shipped with 8 MB cards and supported up to 64 MB cards. For a modern computer these are trivial amounts of space, and memory cards can be created and managed in the emulator's Memory Card section in the settings. Virtual memory cards can be downloaded from various sites with preloaded save states.

The legacy memory cards folder is only used if Mcd001.ps2 and/or Mcd002.ps2 is detected in retroarch/system/pcsx2/memcards/ and the "Memory Card: Slot N" core option is set to "Legacy".This can be useful if you were using an older version of the core that didn't use the saves folder yet, or if you transferred the memcards folder directly from standalone. 2ff7e9595c
